ISO8402 defines an audit as, "8402 defines an audit as, "A systematic and independent examination to determine whether activities and related results comply with planned arrangements and whether these arrangements are implemented effectively and are suitable to achieve objectives."

It should be noted that the audit checks compliance with planned arrangements (procedures) and implementation of these arrangements. The decision as to whether these arrangements are suitable to achieve objectives is with the management personnel who receive and review the audit reports, NOT the auditor.

As defined then, an audit is an information gathering activity so that the need for improvement or corrective action may be evaluated. There is no element of a witch-hunt or apportioning blame for problems. It is important to establish this fact amongst auditees because defensiveness is not conducive to information flow.

Audits may be internal or external and do not necessarily have to cover the whole system at once but may cover elements of it. Independence is ensured by the auditors having no direct responsibility in the audited area but preferably working in co-operation with the relevant personnel.


Although audits, auditing and auditors are synonymous with assessment, assessing and assessors, it may be considered that an audit is an examination of a single activity, element, department, etc, whereas an assessment is a collection of such audits.

Safety Auditing

Safety and Health Auditing identifies problems which may exist, sets up a system for management to correct the problems, then follows up to ensure that the corrective action has been effective. Procedures must be in place to ensure that regular and effective audits of the safety and health management system are undertaken.

External Auditing

External safety and health audits are completed over two stages. The first stage is known as the desktop audit, where the audit team gains an understanding of the systems and processes. During this stage the following steps are undertaken:

  • opening meeting
  • accident / incident trending
  • risk review
  • systems review

Once the audit team has an in-depth knowledge of the systems the compliance audit can be completed. During this phase of the audit the following steps are undertaken:

  • opening meeting
  • compliance audit
  • preparation of non-conformances
  • closing meeting
  • preparation of audit report

Internal Auditing

An internal audit is an audit by an organisation on itself. Note that this is not necessarily on one site; internal audits can be carried out on overseas sites, for example.

Audit Services International can assist you with your internal auditing by training your auditors (refer to the 2 day internal auditor course) or by being a member of your audit team.

Quality Auditing

Quality Audits are normally designed for one or more of the following purposes:

  • to determine the conformity of non-conformity of the quality system elements with specified requirements
  • to determine the effectiveness of the implemented quality system in meeting specified requirements
  • to provide the auditee with an opportunity to improve the quality system
  • to meet regulatory requirements
  • to permit the listing of an organisation's quality system in a register.

Audits may be routine or may be prompted by significant changes in the organisational quality system, process or product or service quality ot by a need to follow up on corrective action. ISO19011-2003

Quality audits are performed on the operational aspects of your business and are based around the product produced or the service provided.

Environmental Auditing

More and more we are hearing of the necessity to incorporate environmental management into our existing management systems.If we do this we must also be able to complete audits of these systems.

An environmental audit should focus on clearly defined and documented subject matter. The party or parties responsible for the subject matter should also be clearly identified and documented.

An environmental audit should only take place if after consultation with the organisation, the audit team can establish:

  • that there is sufficient and appropriate information about the subject matter of the audit
  • there are adequate resources to support the audit process and
  • there is adequate cooperation from the auditee. ISO19011-2003
